The upshot of the language is that it seems the United States Government is about to start cutting off its funding from the censorship-industrial complex. Any NGO that works to censor American citizens and is also reliant on funding from the State Department or the U.S. national security apparatus is either going to exit the censorship business or lose its eligibility for grant funding.
The key thing for London to process is that the American response to the Online Safety Act is no longer theoretical. It is underway.
This is a welcome development. My sense is that this is the beginning of the American legislative response and not the end of it.
